How to Obtain a License
Publishers that do not currently have a license with Microsoft through the Publishing Partner Program must first obtain a license before ordering products. Obtaining a license is easily accomplished in four (4) basic steps:

Step 1 |
Publisher completes license agreement form and submits the completed form electronically to DPL.

Step 2 |
DPL verifies the information on the license agreement form, prepares a license agreement, and forwards the draft license agreement to Microsoft for review.

Step 3 |
Microsoft approves or rejects the license agreement.
If approved, DPL sends an executed license agreement to the publisher for review and signature.

Step 4 |
The publisher executes the license agreement and returns an original to DPL. |
Once these steps are completed, a publisher is then authorized to order the products for which it is licensed through the Microsoft Publishing Partner Program. DPL will coordinate the Publisher requests with Microsoft and this process typically takes 10-15 business days.
